The purpose of Use Case diagrams is to provide a high-level view of a "system" and convey the requirements in understandable terms for all stakeholders. Use Case drawings attempt to mimic the real world and provide a view for the stakeholder to understand how the system is going to be designed.

The "system" can be defined as a complete business function, a complete business, like a restaurant, or functions in an IT system for example. How large the scope is just depends on how large of a "circle" is drawn around a "system" of interest.
